  • The specific matters which, in the opinion of the Commissioner, constitute such a risk are: 1. The general fire precautions in the premises include a fire safety engineered solution providing mechanical smoke control to the extended travel distances within the common corridors of the Ground, First and Second floors; natural smoke control to the extended travel distances within the common corridors of the Lower Ground, Ground, First, Second, Third and Fourth floors; and automatic water suppression to all flats. The correct function of the engineered solution is reliant on the existing structure, layout, services, fittings, equipment and the fire loading in or on the premises being maintained. Changes to the above matters are likely to result in the fire engineered solution ceasing to provide necessary protection for relevant persons; in particular, the necessity for the continuing availability and full operational design effectiveness of the premises smoke control system and automatic water suppression system. 2. A change in the use or classification of the premises from the existing purpose group Residential (dwellings) 1(a) Flat as defined by Table 0.1, Classification of purpose groups, Approved Document B Volume 1: Dwellings 2019 edition.
