The specific matters which, in the opinion of the Commissioner, constitute such a risk are: 1) Due to the height of this premises the means of escape and firefighting provisions are reliant on the correct functioning of the fire safety systems, including the VESDA, wet riser, firefighting and evacuation lifts, smoke ventilation, smoke curtains and suppression systems. 2) The building relies upon a management structure having a detailed understanding of the operation and maintenance of these fire safety systems. 3) Due to the number of different occupancy types and occupiers within the premises cooperation and coordination is essential to the adequate management and maintenance of the fire safety systems. Changes and or failures to the above matters will impact the evacuation strategy and could result in firefighters being inadequately supported in carrying out their duties during an emergency event. This would place relevant persons at serious risk.
