Occupational Health – Tender for Services

The LFC’s current contract for Occupational Health Services is due to cease on 4 March 2023, following a two-year agreed extension as set out in LFC-0437y and approved in Deputy Mayor for Fire and Resilience Decision 94.

Top Management Group 2022 Pay Settlement and Salary Progression

This report seeks agreement for the London Fire Commissioner to implement the 2022 pay settlement for Top Management Group staff which has been reached with the trade union (Prospect). It also seeks the alignment of the Top Management Group pay settlement date to 1 April consistent with the Fire and Rescue Staff pay settlement date.

Budget Submission 2023/24

The Mayor has written to the London Fire Commissioner (LFC) to consult the LFC before preparing his draft Component Budget for the LFC for 2023/24. The Mayor is proposing to provide funding of £435.7m for the LFC in that year.

Operational Contingency Arrangements (OCA): Future Contract 2023 to 2029

The London Fire Brigade (Brigade) has a duty under the Civil Contingencies Act 2004 to plan for the purpose of ensuring, “so far as is reasonably practicable”, that if an emergency were to occur, the Brigade would still be able to continue to perform its functions. The current arrangements, known as Capital Guard, are the contingency measures implemented during times when gaps in normal service provision, operational response, and control, are experienced.

London Fire Brigade (LFB) Estate Capital Investment Programme

1.1 This paper seeks approval of the Estate Capital Investment Programme (ECIP) for financial years 24/25 to 25/26. The ECIP confirms the key asset replacement and enhancement works required across the LFB estate for 24/25 and 25/26. The completion of the recommended programme of capital works will support LFB to provide the best place to work and seek to embed the principles of quality, sustainability, and service delivery.

Appointment of Director for Communications

On 24 January 2022, the LFC approved the creation of a permanent Director of Communications post (LFC-0627). Following the departure of Lorraine Homer in June 2022, Helen Coleman was appointed as interim on 21 June 2022 (LFC-0718). A full external recruitment campaign to source a permanent candidate is now complete. 56 applications for the permanent vacancy were received with 6 candidates shortlisted; four candidates were interviewed and Helen Coleman appointed as Director for Communications.

New Approach to Home Fire Safety Visits 2023

This report sets out the proposed strategic direction for HFSVs in line with the 2022/23 LFC Delivery Plan, with a risk prioritisation approach adopted to ensure an efficient and tailored service, allocating the majority of our resources to the most vulnerable Londoners, and expanding the provision of fire safety advice to all Londoners through a variety of methodologies. This paper has been jointly produced by Prevention & Protection and Fire Stations as an agreed approach.

Approval for the reintroduction of a second Operational Director post

The Deputy Commissioner and Director for Operational Delivery, Richard Mills, has announced his retirement from the Brigade. The Operational Delivery Director post is the Brigade’s second operational officer and presently the statutory Deputy Commissioner. The decision to move to a single operational director model was taken in 2020, previously there had been two operational Deputy Commissioners, with varying responsibilities.

Following the decision by the current Deputy Commissioner and Director for Operational Delivery and Assurance, Richard Mills, to retire the London Fire Commissioner has established two operational director roles.

8 Albert Embankment – proposed way forward

This report recommends that the re-negotiated heads of terms with U+I are agreed and a Voluntary Ex ante Transparency (VEAT) notice is published to the market with the purpose of establishing any procurment challenge to the competative dialogue and evaluation outcome which appointed U+I as the winning bidder in 2016. Subject to no credible challenge being received, is proposed that a Deed of Variation to the current Development Agreement is implemented.

This report presents the Sustainable Development Annual Report, covering the fiscal year 2021-22 for publication. This report: - • summarises the performance of the London Fire Brigade on sustainable development related indicators and key initiatives to drive improvement in that performance; - • outlines progress against the Brigade’s Sustainable Development Strategy 2016-2022;

This report presents the outcome of the of the Finance Department, including the challenges faced by the department, the report from Chartered Institute of Public Finance & Accountancy (CIPFA), the response to this and other research, and the use to be made of the £500k additional funding approved in the Budget 2022/23.
