Internal Audit - Quarter 3 Progress Report, 2019/20

This report summarises the work carried out under the Internal Audit Shared Service Agreement by the Mayor's Office for Policing and Crime (MOPAC)'s Directorate of audit, Risk and Assurance in the third quarter of 2019/20. Carbon Reduction Strategy

This report sets out the proposed Carbon Reduction Strategy for the London Fire Commissioner (LFC) to achieve the 2025 Target of 60% CO2 reduction, and the associated funding requirement of £2,943k over 3 years to deliver the necessary energy demand reduction works.

General Data Protection Regulation - readiness

This report updates the London Fire Commissioner on the progress of work to prepare for the implementation of the new data protection regime introduced by the EU’s General Data Protection Regulation and the new Data Protection Bill/Act 2018. This report seeks to provide assurance to the Commissioner that the London Fire Brigade will be broadly compliant with the GDPR from 25 May 2018 (when the new arrangements come into effect).

London Weighting

This report recommends formal approval by the London Fire Commissioner of the provisional agreement on London Weighting that has been reached between LFB officers and the London Regional Committee of the Fire Brigades Union (FBU). This agreement is attached as appendix 1. The agreement is currently subject to a ballot of all London Region FBU members; the outcome of the ballot is expected on, or shortly after, 29 August 2019.

Railway Procedures

This report seeks approval of the revised Rainlway Procedures Policy (316) attached at Appendix 1. It has been materially changed to reflect changes in the railway infrastructure and safety measure. The significant changes remove unnecessary detail with a focus on generic risks and procedures that should be adopted for railway procedures.

LFB Quarterly Performance Report - Quarter 3 2018/19

This report will be available for the Fire Resilience and Emergency Planning Committee to consider at its next performance meeting.

Fire and Rescue Staff (FRS) Pay Settlement 2019/20

This report recommends formal approval and implementation by the London Fire Commissioner of the pay settlement for Fire and Rescue Staff for 2019/20 which has been agreed by the staff side of the Joint Committee for Support Staff (JCSS), GMB and UNISON, by majority vote.

LFB Transformation: Delivery Plan

A strategy and delivery plan setting out the Commissioner's direction of travel and priorities for the London Fire Brigade has been developed and is presented for agreement.

FRS on call (standby) allowance and on call (standby) roster groups policy

In 2018 the Brigade's auditors (MoPAC) undertook a review of the FRS On Call Roster System. Arising from this was a recommendation for the Brigade to develop a policy governing FRS On Call Rosters. A draft policy is attached as Appendix 1 to this report: this has already been considered and approved by all Directorate Boards.
