Procurement of Mobile Data Terminals, Tablets and Satellite Navigation Devices

The report is seeking authorisation to replace all Windows 10 Mobile Data Terminals (MDTs), windows 10 tablets and satellite navigation devices (sat-nav) that are currently installed in a range of vehicles used by the LFC. MDTs, tablets and sat-nav devices provide essential information to crews operating both on the way to and at incidents. The current hardware is at the end of its useful life and needs to be replaced to ensure that is can continue to be supported and receive updates.

Procurement of End User Devices

The report is seeking authority to commit expenditure to replace a variety of end user computing devices that have reached the end of their useful life and will no longer be supportable going forward. This equipment includes both desktop and mobile devices.. Devices that are end of life pose challenges in terms of supportability and are at increased risk of becoming infected with malware as there are often no further security updates available. In addition, the user experience degrades over time

Station Allocation and Transfer Policy

This report recommends the approval of the new and refreshed Station Allocation and Transfer Policy for operational staff. Its aim is to make transfers easier and support staff needs, provide opportunities for equal access, wherever possible, to development opportunities, higher engagement and provide the best environment available for staff to be their authentic selves. This in turn supports the LFC to better serve London’s communities.

Appointment of Interim Director of Communications

In March 2022, the LFC approved the extension to the appointment of Lorraine Homer as Interim Director of Communications (LFC-0600). An extension of six months was proposed for the interim contract to enable changes at an executive level to be staggered, and whilst recruitment for a permanent director takes place. The final interviews for the permanent director are scheduled for the start of August 2022 following the executive search being undertaken by Odgers. However, Lorraine has decided not

Appointment of Grenfell Tower Special Advisor

This report follows Report LFC-0629x (attached as Appendix A) which recommends the reappointment of Assistant Commissioner Andy Bell on a part time fixed term contract at TMG A grade following his retirement from the London Fire Brigade on 7 April 2022, having reached the ‘normal pension age’ set out in the Firefighters Pension Scheme (FPS) 1992.

Water Supply Contract

The water supply contract is an essential service to provide potable water to all LFB premises, to ensure the health and welfare of the occupants, and to enable operational and training tasks to be undertaken. The current water supply contract with Anglian Water Services (National) trading as Wave Utiltiies, is due to expire on 30 April 2022. This contract was initially for a two-year term, with the option to extend for two years. An extension was granted for one year to the end of April 2022.

Independent Operational Assurance Outcome Report: Operational Learning and Improvement

As part of its response to the recommendations of the Grenfell Tower Inquiry (GTI) and Her Majesty’s Inspectorate of Constabulary & Fire and Rescue Services (HMICFRS), London Fire Brigade (LFB) commissioned the services of an Independent Operational Assurance Advisor (IOAA), Alasdair Hay to provide independent assurance on a range of operational areas.

GLA Group Corporate Governance Framework Agreement Update

As part of its governance arrangements, the Greater London Authority (GLA) and its functional bodies (collectively known as the GLA Group) are signatories to a GLA Group Framework Agreement (the Agreement). The Agreement is an overarching commitment in relation to the culture and individual behaviours of the GLA Group and contains specific corporate governance commitments and GLA commitments.

Assurance Management Strategy 2022

This paper sets out the proposed approach for establishing an EAF across the Brigade and is a follow up to the Business Assurance Framework Briefing Note (May 2021, LFC-0520) and the Business Risk and Assurance Framework (BRAF) report (LFC-0609) which went to the Commissioner’s Board on 3 November 2021. This report provides details of the Charter for Families Bereaved by Public Tragedy. It sets out the background and the requirements of the Charter for LFB and recommends that the London Fire Commissioner adopts the Charter. The Deputy Mayor Fire and Resilience has been consulted on this paper in advance of a decision and was supportive of the adoption of the Charter.
