Internal Audit – Draft Annual Plan for 2023/24

The London Fire Commissioner’s (LFC’s) Financial Regulation at paragraph 13(m) requires the draft annual audit plan to be approved by the Commissioner prior to approval by the Audit Committee. This report contains the draft Internal Audit annual plan for 2023/24 and is submitted to meet this requirement.

Proposal for the decommissioning of Electronic Personal Development Records (ePDRs)

To align with national standards, LFB’s Learning and Professional Development department has worked hard to develop a new suite of accredited acquisition courses for operational staff to support their development, and where appropriate, their promotion aspirations. These give assurance to the organisation that staff are competent, safe, and trained to the same standards.

Shared Information Service with GLA – extension of existing contract

This paper seeks to invoke the provision for a two-year extension to the current contract (approved as LFC-0128 in February 2019) which provides information services to the GLA and LFB, and which the LFC provides to the GLA as a shared service. The current contract expires in March 2023 but has the option for a two-year extension.

Forced Entry Equipment

This paper recommends the procurement of additional Forced Entry Equipment (FEE) for the purposes of improving operational response and reducing the inefficient use of multiple appliances where one appliance is sufficient. Given the frequency of these incident types, it is proposed that this equipment is introduced this year to avoid further inefficiency.

Collapsed Behind Locked Doors Response

The Collapsed Behind Locked Door (CBLD) project is a product of the London Blue Light Collaboration group. It was created to improve the response for casualties who were reported to be collapsed behind a locked door in need of rescue, enabling access for the ambulance service to deliver medical care and transportation.

Treasury Management Strategy Statement 2023/24

Under Authority Financial Regulations, the Director of Corporate Services, being the statutory finance officer for the London Fire Commissioner (LFC), is required to report to the LFC on the Treasury Management Strategy Statement and Annual Investment Strategy it is proposed to adopt in the coming financial year. It is presented to the Commissioner’s Board for review and to the LFC for approval.

LFB CRMP Key Performance Indicators – Proposed Targets for 2023/24

This paper presents the Brigade’s key performance indicators which will be used to monitor progress against the pillars and commitments contained in the Community Risk Management Plan (CRMP) which was published in January this year. Performance against these new measures and targets will be published as from Q1 23/24.

The Pensions Regulator Relationship Review of the LFC's Firefighters' Pension Scheme and establishing an Independent Chair for the Local Pensions Board

The Pensions Regulator (TPR) undertook relationship supervision with the London Fire Commissioner (LFC) on the arrangements in place for the management of the Firefighters’ Pension Schemes. Based on the report findings and industry best practice TPR suggested a number of recommendations to improve existing operations. This report therefore recommends the establishment of a paid independent Chair, following an external recruitment and selection process.
