Procurement of an Independent Advice and Investigation Service

On 25 November 2022, the Independent Culture Review of London Fire Brigade, led by Nazir Afzal was published. The review made 23 recommendations, including to adopt a zero-tolerance policy for bullying, racist and misogynistic behaviour, and to consider anonymised reporting of incidents relating to bullying, misogyny and racism. In response, the LFB has set out a zero-tolerance approach to bullying, harassment, and discrimination, and set up an independent advice and investigation service.

Community Risk Management Plan 2023 Your London Fire Brigade

Your London Fire Brigade is the London Fire Commissioner’s Integrated Risk Management Plan (IRMP) as required by the Government’s Fire and Rescue National Framework for England. In line with guidance from the National Fire Chiefs’ Council, these are now generically referred to as Community Risk Management Plans. This report considers the results of consultation, outlines the responses to the key points and themes raised during consultation and presents the final amended version of the Plan.

Proposed Standing Orders Amendment

The current Standing Orders relating to Procurement (hereinafter PSO)require the approval of the Director of Corporate Service for all purchases above £10,000. It is proposed in this report that the threshold for approval be increased and the associated procedures updated in order to increase efficiency throughout the procurement process whilst maintaining oversight and control of purchasing activity across the London Fire Brigade (LFB).

Salix PSDS Funding

This report provides an overview of the London Fire Brigade (LFB) Salix funding bid. The LFB property department have applied for Public Sector Decarbonisation Scheme Grant Funding. The Public Sector Decarbonisation Scheme supports the aim of reducing emissions from public sector buildings by 75% by 2037, compared to a 2017 baseline, as set out in the 2021 Net Zero and Heat and Buildings strategies.

Fire Safety Additional Training Costs

This report seeks approval from the Deputy Mayor and London Fire Commissioner (LFC) to commit to draw down funding from reserves and commit to expenditure for various fire safety training courses over a four-year period (from 2022/23 – 2025/26) to address imminent changes to Fire Safety legislation, specifically the Fire Safety (England) Regulations 2022 (commencing January 2023) and the Building Safety Act 2022 (noting the Building Safety Regulator regime is due to be phased in from April 2023

Procurement of Cyber Defence System

The LFC has an existing contract, awarded in 2019, for the provision of a cyber-defence system that comes to an end in July 2023. The existing contract forms part of a set of multi-layered security defences. These defences have ensured that LFC systems are (as far as possible) protected from the impacts of cyber-attack, which can lead to wide-spread business disruption and impact upon LFC front-line operations.

Budget Submission 2023/24

The Mayor has written to the London Fire Commissioner (LFC) to consult the LFC before preparing his draft Component Budget for the LFC for 2023/24. The Mayor is proposing to provide funding of £435.7m for the LFC in that year.

Occupational Health – Tender for Services

The LFC’s current contract for Occupational Health Services is due to cease on 4 March 2023, following a two-year agreed extension as set out in LFC-0437y and approved in Deputy Mayor for Fire and Resilience Decision 94.

Top Management Group 2022 Pay Settlement and Salary Progression

This report seeks agreement for the London Fire Commissioner to implement the 2022 pay settlement for Top Management Group staff which has been reached with the trade union (Prospect). It also seeks the alignment of the Top Management Group pay settlement date to 1 April consistent with the Fire and Rescue Staff pay settlement date.

Operational Contingency Arrangements (OCA): Future Contract 2023 to 2029

The London Fire Brigade (Brigade) has a duty under the Civil Contingencies Act 2004 to plan for the purpose of ensuring, “so far as is reasonably practicable”, that if an emergency were to occur, the Brigade would still be able to continue to perform its functions. The current arrangements, known as Capital Guard, are the contingency measures implemented during times when gaps in normal service provision, operational response, and control, are experienced.

London Fire Brigade (LFB) Estate Capital Investment Programme

1.1 This paper seeks approval of the Estate Capital Investment Programme (ECIP) for financial years 24/25 to 25/26. The ECIP confirms the key asset replacement and enhancement works required across the LFB estate for 24/25 and 25/26. The completion of the recommended programme of capital works will support LFB to provide the best place to work and seek to embed the principles of quality, sustainability, and service delivery.
