This report seeks agreement for the London Fire Commissioner to agree to commit the expenditure as set out in the report to implement the Director for People’s delegated authority decision to appoint Deputy Assistant Commissioners on an increased competent salary band within the salary range.

Enhanced Cleaning Provision across the LFB Estate

As a consequence of the serious health risks posed by viruses and pandemics there is a continued requirement for enhanced cleaning across the London Fire Brigade estate. This paper seeks a commitment of expenditure and delegated authority to the Assistant Director, Procurement and Commercial to agree a variation to the relevant service contracts to provide revised enhanced cleaning across the estate.

Award of Contract for the Supply of Lease Cars

This report seeks approval for expenditure and award of contract for the supply of lease cars for senior uniformed officers (Station Commander to Commissioner) for responding to incident (999) calls on blue light as well as other business use. Each lease is for the period of 36 months with a 16.6k mileage allowance (50k over the three years).

Provision of PPE at Real Fire Training Venues

The provision of Personal Protective Equipment (PPE) at Babcock Training locations and the Fire Service College will reduce the manual handling and transport difficulties currently experienced by LFB personnel attending these venues. It will also assist the LFB in their commitment to supporting the health and safety of their personnel and their wellbeing

Maintenance of High Pressure, Breathable Air & Oxygen Systems

This is a proposal for the tender of the provision of maintenance of high-pressure breathable oxygen and air compressors, high pressure pipework and associated distribution systems at the Operations Support Centre, Park Royal and Barking.

Website maintenance and development contract tender

The current contracts for maintaining and developing the LFB’s website are due to expire in June 2023. Before these contracts end LFC will need to initiate a robust tender process through existing government frameworks to appoint a suitable provider to ensure the website remains properly supported. The contract for the new provider will consolidate both the maintenance and development contracts.

Legal Costs Related to the Grenfell Tower Fire

Under the Mayor’s Direction of April 2018, prior authority is to be sought from the Deputy Mayor for Fire and Resilience to incur expenditure of £150,000 or above. This report seeks authority to incur expenditure on legal costs for 2023/24 relating to the Grenfell Tower fire and delegation is sought from the London Fire Commissioner to the Director of Corporate Services to make decisions to incur such expenditure in 2023/24.

Risk Based Inspection Programme

The Risk Based Inspection Programme (RBIP) is part of the London Fire Commissioner’s overall integrated approach to risk management by prioritising the inspection of premises based on risk. The RBIP process is being reviewed nationally. The initial guidance underpinning the approach to RBIPs was originally published in 2004 (updated by CLG in 2009) within the Integrated Risk Management Planning (IRMP).

Procurement of Replacement Server Hardware

The report sets out plans to replace computer hardware that is used to provide a physical file server infrastructure onto which large numbers of virtual file servers are provisioned to run many LFC business systems. This physical server estate is now due for renewal. Approval is sought to commit to expenditure, up to the amount set out in part two of this report to procure new server hardware.

Review of Historical Cases

The independent Culture Review of the London Fire Brigade (LFB), led by Nazir Afzal was published on 25 November 2022. Nazir spoke to over 2000 LFB employees, and describes attitudes, behaviours and prejudices totally opposed to the Brigade’s values, primarily over the last five years. This includes ‘horrendous racial abuse’, homophobia and ‘countless accounts of women being subject to abuse from colleagues on a day-to-day basis, pointing to a deep-rooted culture of misogyny’.
