London Fire Brigade (LFB) - New Headquarters (HQ) Project

The lease at London Fire Brigade (LFB) HQ in Union Street (US) comes to an end in March 2027 and LFB have developed a Strategic Business Case presenting options for HQ accommodation beyond that date. This paper seeks agreement to the initiation of a project to take this work forward and to delegate authority to make the necessary expenditure up to the next decision point in Summer 2024.

Procurement of renewable energy in collaboration with GLA Group

This report seeks approval to enter into a Memorandum of Understanding and associated agreements with the GLA to run a collaborative procurement exercise for a Renewable Power Purchase Agreement(s) (“Renewable PPA”) to meet the LFC’s future energy requirements. Upon completion of the procurement exercise, and subject to meeting the prescribed parameters, the collaborating GLA bodies intend to enter into a Renewable PPA to provide renewable electricity from 2026.

Training for Leading Fire Fighters in SFJ Level 2 in carrying out Fire Safety Checks

This report supports the Brigade’s delivery of Fire Safety Checks (the main deliverable of the corporate KPI for ‘time spent on Protection activities’), by providing a Level 2 Skills for Justice (SFJ) Fire Safety Check qualification to Leading Firefighters.

LFC Procurement of a Staff Survey Platform

This report seeks authority for the necessary expenditure to procure a survey platform for a three-year period with the option to extend by one further year.

Audit Committee Member Terms of Office

This report proposes a further extension of the appointment of existing members to 2026, following which there will be a partial turnover of the current membership and the introduction of new Audit Committee members which will ensure a level of independence and innovation whilst providing continuity and experience. From November 2026, member terms will be limited to three years, with a maximum of two terms.

Protection Staff Retention

Historically, there has been a balanced mix of operational and FRS staff in Fire Safety (Protection), in recent years however the numbers of operational staff have diminished with the workforce of inspecting officers and fire engineers being predominantly FRS-based staff. Since the Grenfell Tower fire, there has been a significant uplift in Protection work as well as a protracted and significant market demand for competent technical fire safety staff from both public and private sector.

Maternity Pay Proposal

This report proposes to increase the period of paid maternity and adoption leave to which staff are entitled to support women in the London Fire Brigade’s (LFB) workforce and to aid recruitment and retention by making the London Fire Commissioner (LFC) the employer of choice.

London Fire Brigade (LFB) – Carbon Net Zero (CNZ) – Provision of Increased Electrical Power at 55 Fire Stations

This report seeks authority for the London Fire Commissioner (LFC) to commit capital expenditure to commence a project to increase the electrical power provision at London’s fire stations by providing individual electrical sub stations at selected fire stations. This project forms Pillar One of LFB’s carbon net zero plans and will put in place the building blocks for LFB to become carbon net zero.

Procurement of Paging Service

The LFC contract to provide paging services is set to expire in November 2023. Paging is extensively used to facilitate the transmission of both operationally urgent and non-urgent messages to individuals and groups of eligible LFB operational officers and to fire appliances. This report seeks authority to procure a new paging service to ensure continuity of operations for the LFC, when the existing contract comes to an end in November 2023.
