Scheme of Governance

LFC-0003 presents a draft Scheme of Governance to the London Fire Commissioner and recommends its adoption. The Scheme sets out detailed governance arrangements for the Commissioner as the fire and rescue authority for London. lt complies with the Greater London Authority (GLA) Group Corporate Governance Framework and is drafted to ensure that the high standard of governance and accountability achieved by the predecessor Authority is continued.

Resilience of the London Fire Brigade Vehicle Fleet

LFB strategic managers provide 24/7 Gold and Brigade Manager operational cover. This provision is for strategic management for operational incidents and national response, including for counter-terrorism matters; significant weather events such as wide area flooding; and incidents of national importance by providing advice to the national and London Government, emergency services partners, and other fire and rescue services.

Strategy for Facility Mangement Services Provision

It was agreed in february 2019 and subsequently in June 2019 that the existing KBR FM integrator contracts for the LFB estate would be terminated and a new Target Operating Model (TOM) for the delivery of Property and FM services across LFB is needed. The LFB Head of Property has considered serveral options to deliver this model which are outlined in this paper.

Security for London Fire Brigade Premises

A new version of Policy Note PN011 has been written, this note is a combination of the previous version PN011 Security measures at Stations and now encompasses PN599 Security arrangement at Brigade Headquarters. This delivers a single policy regarding security at all LFB premises.

Treasury Management Strategy 2020/21 and Future Years

Under Authority Financial Regulations, the Director of Corporate Services, being the statutory finance officer for the London Fire Commissioner (LFC), is required to report to the LFC on the Treasury Management Strategy Statement and Annual Investment Strategy it is proposed to adopt in the coming financial year.

Policy Adoption

On 1 April 2018 the London Fire and Emergency Planning Authority was abolished and the London Fire Commissioner became the fire and rescue authority for Greater London. The functions of the London Fire and Emergency Planning Authority have been transferred to the London Fire Commissioner.

External Audit Plan 2019/20 Report

The purpose of this report is to present the draft external audit plan 2019/20. The plan, attached at Appendix 1, summarises the external auditor’s assessment of the key risks and outlines their planned audit strategy in response to those risks. The report also sets out the fees for the audit programme of works, to meet the requirements of the Local Audit and Accountability Act 2014 and other auditing standards and professional requirements.
