External Audit Annual Audit Letter Report 2018-19

This report presents the External Audit Letter 2018/19 and summarises the findings to the London Fire Commissioner (LFC) from the 2018/19 audit. The audit comprised of the two elements: the audit of financial statements; and the assessment of the LFC's arrangements to achieve value for money in the use of its resources.

Union Street - Space Sufficiency Review 2019

Since the conclusion of the last space review and re-stack of the building, the Property department has been approached by several LFC departments, as well as some external organisations (100 Resilient Cities, The Hackett review team and the Deputy Mayor's office) for desks within Union Street. The current number of additional requests is now 150 desks from 14 different parties.

HMICFRS Action Plan

Following her Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) inspection of London Fire Brigade (from 22 July to August 2019), the final report was published on 7 December 2019 (the Inspection Report). The reprot contains a number of deliverables to address areas for improvement alongside two causes of concern.

Addtional PPE Requirements in Response to COVID-19 Pandemic - Addendum Report

This report informs on the London Fire Commissioner (LFC) seeking to enhance the resilience of the LFC to respond to the constantly evolving need for PPE and aims to put in place PPE stocks in anticipation of changes to PPE guidance or changes to the operational demands on the LFC, such as further supporting the LAS.

Electricity & Gas Contracts

The London Fire Commissioner’s (LFC) framework agreement with Crown Commercial Services (CCS) for the provision (Electricity and gas) expires on 1st April 2020, following notification that they will be unable to meet the increased service provision of certified green energy as part of the wider London Energy Project (LEP) requirements and that of carbon reduction through the LFC’s Carbon strategy and the Mayor’s London Environment Strategy (LES).

Following the appointment of Andrew Roe as the London Fire Commissioner (LFC) a new purpose, vision and Strategy for the Brigade was published which was supported by a Transformation Delivery Plan.

Governance Review

In response to the challenging reports in November and December 2019 by the Grenfell Tower Inquiry and Her Majesty's Inspectorate of the Constabulary and Fire and Rescue Services ('HMICFRS') Inspection of the Brigade, the new London Fire Commissioner introduced a Transformation Delivery Plan ('Beginning our transformation') in January 2020

Statement of Assurance 2018-19

The LFC is required to prepare an annual Statement of Assurance in accordance with the Fire and Rescue National Framework for England. This report presents the LFC's statement for 2018/19.

Facilities Management Soft Services Provision

This report seeks approval to progress the procurement of a single bundled contact of soft facilities services in accordance with the London Fire Commissioner (LFC) facilities management (FM) strategy paper. This will require first aligning the existing contracts for security and grounds maintenance to the expiry date for the cleaning contract in October 2020.

Delivering our Strategy: Proposing a New Inclusion Strategy

This report proposes a new Inclusion Strategy for the London Fire Brigade (LFB) to be entitled our Togetherness Strategy, replacing the current ‘Safer Together’ Strategy. The case for a new Strategy was noted by the Commissioner’s Board on 26 February 2020 in the report titled ‘Delivering our strategy: Inclusion’. This paper summarises the proposal and accompanying communications plan will be proposed in due course.

Internal Audit - Quarter 4 Progress Report, 2019/20

This report summarises the work carried out under the Internal Audit Shared Service Agreement by the Mayor's Office for Policing and Crime (MOPAC)'s Directorate of Audit, Risk and Assurance in the forth quarter of 2019/20. It provides an assessment of the adequacy and effectiveness of the internal control fraework within the Brigade.
