This report seeks approval to procure training and qualifications for specialist roles in Prevention and Protection in addition to Senior Fire Safety Officers which will ensure that London Fire Brigade’s (LFB) staff comply with the National Fire Chief Council (NFCC) competence framework (see appendix 1) and the National Occupational Standard for each role (see appendix 2) within Prevention and Protection.

Legal Costs Related to the Grenfell Tower Fire

Under the Mayor’s Direction of April 2018, prior authority is to be sought from the Deputy Mayor for Fire and Resilience to incur expenditure of £150,000 or above. This report seeks authority to incur expenditure on legal costs for 2024/25 relating to the Grenfell Tower fire and delegation is sought from the London Fire Commissioner to the Director of Corporate Services to make decisions to incur such expenditure in 2024/25.

Procurement of BT Smart Numbers Service

The report sets out plans to procure the BT Smart Numbers Service. The Smart Numbers service provides the ability for the LFC to divert incoming emergency (999) and other calls to specified points, both within and outside of the organisation.

Operational Equipment Management System

This report seeks approval to revise the financial commitment approved in LFC23-006y and DMFD193 for a new equipment management system from which London Fire Brigade (LFB) can more effectively and efficiently manage its operational equipment. As set out in the previous London Fire Commissioner (LFC) decision, this will result in the mitigation of significant health and safety risks, more efficient maintenance processes and the replacement of redundant existing systems.

Personal Injury Claims 2024-2025

General Counsel seeks authority to settle personal injury (PI) claims up to the amounts set out in Part 2 of this report for the financial year 2024/25. The delegation sought exceeds that which is permitted by the London Fire Commissioner’s Scheme of Governance. This report replicates the contents of DMFD186 in respect of PI claims in 2023/24, which was approved by the Deputy Mayor on 23 February 2023 and the London Fire Commissioner (LFC) on 6 March 2023.

This report provides a roadmap for delivering the Urban Firefighting Course – a modern, realistic, and challenging real fire training course. It explains the reasons why London Fire Brigade (LFB) need to invest in their training for fighting fires to achieve the industry standard, and comprehensively deliver on the recommendations of the Regulator, and learning from major incidents including the Grenfell Tower fire.
