Review of Operational Debriefing Procedures

In response to the recommendations from Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS), this interim report outlines the structure and approach taken by Operational Policy & Assurance (OP&A) to review the effectiveness of our operational debriefing procedures. The report covers our current methods of debriefing following incidents or training scenarios, ongoing pilots of hot debriefs and operations debriefs.

Fire Survival Guidance - Policy Number 0790

This report introduces the revised policy, PN 0790 Fire Survival Guidance. It is a major revision to the existing policy and has been developed in response to learning identified through the Brigade’s Grenfell Tower safety and learning review process and to address particular issues relating to fire survival guidance that were identified during Phase 1 of the Grenfell Tower Inquiry (GTI).

Evacuation and Rescue Policy

This report introduces the ‘Evacuation and Rescue’ policy. This is a new operational policy which has been developed in response to learning identified through the Brigade’s Grenfell Tower safety and learning review process. It also addresses a recommendation and particular issues relating to evacuation and rescue arising from Phase 1 of the Grenfell Tower Inquiry (GTI).

Incident Command Level 3 & 4 Training Review - Update

This report details the outcomes of a training needs analysis (TNA) following the approval of the mandatory training requirements for Levels 3 and 4 incident command by the Operations and Assurance DB on 25 March 2020.

Introduction to Service of 64m Turntable Ladders

The Brigade’s fleet of aerial appliances are approaching the end of their serviceable life and are scheduled to be replaced in the second half of 2020. Three of these aerials will be 64m Turntable Ladders (TLs). This report provides a recommendation for the crewing of these appliances and additional recommendations to improve the resilience of the wider TL fleet.

Extension of Cleaning Provision across the London Fire Brigade Estate

Report LFC-0395 explains that as a consequence of the serious health risks posed by COVID-19 there is a continued requirement for enhanced cleaning across the London Fire Brigade estate. The report seeks delegated authority to the Assistant Director, Technical and Commercial Services to agree a variation to the relevant service contracts to provide the enhanced cleaning needed across the estate for a further 26 weeks in accordance with COVID SECURE guidelines for the workplace.

Treasury Management Annual Report 2019/20

This report is submitted under the Commissioner's Financial Regulation 20(a) which requires the Director of Corporate Services to act in accordance with the Commissioner's Policy Statement on Treasury Management Activities and Treasury Management Practices and CIPFA's "Standard of Professional Practice on Treasury Management". Consequently, the Director of Corporate Services submits an Annual Report to those charged with governance on Treasury Management activities for the year ending March 2020

Review of LFB Enforcement Policy Statement

The Brigade’s Enforcement Policy Statement sets out the policy basis for regulatory enforcement decision. It is now overdue for review. This has been commented on internally and by HMICFRS. An initial review has been undertaken in conjunction with General Counsel’s Department, which proposes minor amendment to improve working and readability while leaving the underlying policy unchanged.

Appointment of an Independent Operational Assurance Adviser for the London Fire Commissioner

Following the appointment of Andrew Roe as the London Fire Commissioner (LFC) a new purpose, vision and strategy for the Brigade was published which was supported by a Transformation Delivery Plan. A key action within this plan was for the appointment of an Independent Operational Assurance Adviser who will remain independent from the LFC reporting structure.

Public service pension schemes: changes to the transitional arrangements to the 2015 schemes – HM Treasury consultation

LFC-0419 provides the recommended responses from the London Fire Commissioner (LFC) to the HM Treasury consultation on changes to the transitional arrangements of the 2015 public sector pension schemes, which includes the 2015 firefighters pension scheme (see appendix 1 to this report).
